does anyone know of an uncapper for cable modem that works, or any method that would work to uncap my upload.

its not a software cap...and you have no control over it.

Most of the time, your speeds are capped at the server farm. Not much you can do about that. There are registry tweaks you can do to open up your recieve buffer, which will help.
