You are mixing some things up.
But i get what you're saying.
You're not being clear at some points. As I had to decipher parts of it.
If I miss my guess, you're just talking about the point where Rh is related to the quantity of water vapour that can be held by the air at a given temperature.
That's all nice, but the actual water vapour remains the same if no condensation or evaporation occurs. The air can carry more or less vapour, but if none of those two events occur, the real quantity of water vapour remains the exact same.
