I don't think that you need a spare psu or transformer at all.
My 8" rotor fans still have enough power to start properly with 11v.
I have also build a special fan controller that will give my fans 12v for a half a second and then reduce the voltage to the desired level.
All I can say is that these fans kick some ass combined with a heatercore.
