This is a rare, but not unknown problem with the DCC pump. On Procooling.com there have been several mentions of this, one by cetoole here:

It appears that there were a few pumps with a microprogramming problem that causes the pumps to fail to start. The links below explain it better, and Bill from Swiftech said he'll convey more info on this as soon as more becomes available. In any case, the best way to fix this problem is to RMA the pump with the vendor.

If you have a pump with serial no: 3166546 or higher you should be OK. If not, RMA asap.
