There is a file in the /etc directory that you can edit, the file is only accesable via ssh (putty). Do a search using redhat's manual. It will give you the exact name of the file. This file is use on most all linux OS.

If your looking for more security you need to upgrade to v4. Also move the port access to something >1024, local users will still use 21.
