Some of the switched use in the 2200 can go bad. They were not design for daily power cycle. The try pressing and wiggling the switch. It's also could be a HD failed and is drawing to much power. May want to remove the drives and see if they will spin-up.

WARNING: if you do this DO NOT LET WINDOWS see the HD. Other words remove the boot drives from the PC and set a side (or remove cables). You will not beable to see see anything on the HD's but you will confirm they are spinning up. Look into the BIOS and see if it reconizes the HD correctly.
