I'm not sure they'll reach these insane power figures. Each new generation of processors comes with a power reduction (look at the Intel Yonah expected figures for example). They will adjust the power equation to keep an increasing processing power with a steady electrical power. The main reason is the tier-1 OEM's - the biggest customers - who need low wattage components because of their need of cheap & easily integrated PSU's (to start with). Other reasons include new chip lithography techniques as those pioneered by IBM for example, which will reduce the heat losses in transistor junctions.
