Default stock P4-1.6A cpu fan noise

I just built 3 P4-1.6As all using the Epox 4BDA motherboards (one for my sister, her hubby, and myself). I am using an ICute 400 watt psu, and the stock fan sounds nice and quiet. They are using some psu that came with their cases ($45 for case and psu together) and their fans are loud as hell. Is this because of a shitty psu that has a large range of voltage scale causing the cpu fan to run faster than necessary?

I have used some 120mm fans before for cooling, so I am used to noisy computers, but they are a little bothered by it. Any suggestions would be greatly appreciated.

How empty is their case? It could be mostly reverb thet they are hearing.

Example: I had a Antec 80mm in my wifes crammed mid tower and I could just hear that it was on, when I 'borrowed' it foe my mostly empty Inwin full tower I could hear the fan noise and air moving anywhere in the house.

If you can, just lay the hsf in your case with the fan running and see if it's quieter in there. could save a lot of hassle. of course I guess it could make more since that doesn't negate the possible PSU problem.

do what I do...
Once you finish assembling the PC, fill the entire case up with packing "peanuts". This lessens the volumn of air in the case, and reduces vibrations. I tried using real peanuts, but the cost was prohibitive, and the little buggers kept getting into my fans.

Question: what do you get when you cross peanuts w/ a Comair Rotron 172mm fan?

I used foam insulation once. Quietest PC I ever had. wouldn't turn on, but damn it was quiet

Be careful w/packing peanuts, they tend to hold static a long time.

I had an image of one of the packing peanuts breaking free and getting caught in the draft of the fans. Good reason to have a case winow

hehe, it'd actually look quite funny with them all bouncing around, with the only outlet right at the top of the case
