There's a fellow at xtremeresources that finally hit -100 deg C, with a cascade (two step phase change) system. The name is Baker18.

Theres a few people around xtremesystems with sub -100 temps too. Its really interesting to see the things people are able to build almost from scratch.

IIRC, pc ice made a cascade that went as low as -167 (no load).

I don't think he had a 78 degree differential between the block and the die. You could use cotton as a TIM and do better then that.
