Update to the forums look

Did some forum changes and style changes, lemme know if you have any bitches about it.

Umm mind telling me what is different? I see a new forum and thats really it for me. The bar at the top looks diff. I must be missing it I am tired so...

nah thats about it, I deleted some forums, added one, and re-org'd them. new smileys, and also changed the forums header.
